Encouraging news! A private citizen can file a criminal charge

504. Any one who, on reasonable grounds, believes that a person has committed an indictable offence may lay an information in writing and under oath before a justice, and the justice shall receive the information, where it is alleged
(a) that the person has committed, anywhere, an indictable offence that may be tried in the province in which the justice resides, and that the person
(i) is or is believed to be, or
(ii) resides or is believed to reside,
And since...

Section 215 of the Canadian Criminal Code states:

"Everyone (including corporations and organisations - my note) is under a legal duty (c) to provide the necessaries of life to a person under his charge if that person (i) is unable, by reason of detention, age, illness, mental disorder or other cause, to withdraw himself from that charge."


And so... here I am - about to enter this majestic building hoping to obtain justice for my friend Mr. Fuchs.
