I can answer that question... NO.... the Toronto Police force (as well as many other police forces in the world) is not going to change for the better until they:
1. Lose the 'militarism' - eg. stop thinking and dressing like soldiers. Lose the marching, the medals, the ranks, and the saluting, and start thinking of yourselves as 'business professionals'.
2. Stop hiring bullies and sociopaths. They are easy to spot so what is HR's problem? The majority of cops are noble, honest, and true to their slogan of "to serve and protect" but there are just too many that are not.
3. Don't hire a person who has less than a BA degree. Masters would be even better. If you're going to give somebody a gun and discretionary powers to detain and arrest then you want them to be at least ONE of the 'sharpest tools in the box'
Until those three things happen it doesn't matter if the Chief is white, black or polka dot.
I couldn't agree more. But peer pressure is high. And the toy salesmen are prowling at the door to sell weapons, skull bashers, etc
